What is a fire safety policy?

A fire safety policy sets out how your business identifies fire hazards, prevents fires from starting, and protects everyone on the premises if a fire breaks out. It is a legal requirement for virtually every UK business operating from non-domestic premises.

The Regulatory Reform (Fire Safety) Order 2005 places a duty on the “responsible person” — typically the business owner or employer — to carry out a fire risk assessment and implement appropriate fire safety measures. This applies to offices, shops, restaurants, salons, gyms, and virtually all other commercial premises in England and Wales. Similar duties apply in Scotland under the Fire (Scotland) Act 2005.

What your fire safety policy must cover

  • Identification of fire hazards and who is at risk
  • Measures taken to reduce or remove those risks
  • Fire detection and alarm arrangements
  • Escape routes, emergency exits, and assembly points
  • The nominated responsible person and any fire marshals
  • Staff fire safety training and fire drill schedules
  • Firefighting equipment locations and testing records
  • Process for reviewing the policy after incidents or changes

For most UK small businesses, fire safety obligations are addressed within a comprehensive Health and Safety Policy. Our H&S Policy is generated specifically for your business based on your answers — not a generic template.

Common questions about fire safety policies

Yes. The Regulatory Reform (Fire Safety) Order 2005 requires every responsible person in non-domestic premises to carry out a fire risk assessment and implement appropriate fire safety measures. This applies to virtually all UK businesses operating from commercial premises.
Your policy should cover fire hazard identification, prevention measures, detection and alarm systems, escape routes, the responsible person, staff training, fire drill schedules, and firefighting equipment. For most small businesses this is included within a comprehensive Health and Safety Policy.
Fire and Rescue Authorities can issue enforcement notices, prohibition notices requiring immediate closure, or pursue criminal prosecution. Fines are unlimited in the Crown Court and serious cases can result in up to two years in prison for the responsible person.
